The Jennings Randolph Senior Fellowship Program, established in 1988, is a cornerstone initiative of the U.S. Institute of Peace (USIP), dedicated to fostering innovative research and thought leadership in the field of peacebuilding. The Jennings Randolph Senior Fellowship Program plays a crucial role in advancing USIP’s mission by supporting researchers who contribute to the development of practical solutions, policy recommendations, and peacebuilding tools. Senior Fellows collaborate closely with USIP’s expert teams, producing original work such as research papers, blogs, publications, and participation in expert panels.
Each fellowship is hosted by a specific USIP center, with themes determined by the respective center’s research priorities. Fellows are expected to engage deeply with USIP’s ongoing work, bringing fresh perspectives and critical insights to the field of conflict resolution and security cooperation.
The latest Jennings Randolph Senior Fellowship Competition is being conducted in partnership with Defense Security Cooperation University (DSCU) and focuses on the intersection of security cooperation and conflict prevention. The competition seeks applications from experienced scholars whose research aligns with the objectives of both USIP and DSCU.
The fellowship encourages proposals exploring how security cooperation can be leveraged to promote regional stability, prevent conflicts that threaten U.S. interests, reduce the risks of international military involvement, and contribute to the safety and security of partner nations. Security cooperation includes a broad range of activities beyond traditional military assistance, such as:
Personnel exchanges
Joint exercises and training programs
Educational initiatives
International armaments cooperation
Humanitarian aid and disaster relief
Defense institutional capacity-building
Women, Peace, and Security programs
Applicants should aim to contribute valuable insights into how these activities can play an active role in conflict prevention and peacebuilding.
Extensive experience in research, policy, and/or practice related to security cooperation.
A strong record of scholarship and thought leadership in relevant fields.
The ability to conduct original research that aligns with USIP’s mission.
Proficiency in qualitative, quantitative, or participatory research approaches.
Duration: Eight months (January 2026 – August 2026)
Location: USIP Headquarters, Washington, D.C.
Stipend: $15,000 per month (Housing and health insurance not included)
Travel: One round-trip airfare to Washington, D.C. covered by USIP
Funding: Supported through an Economy Act Support Agreement between DSCU and USIP
Applicants must submit a complete application online through the FLUXX portal. The selection process consists of two key steps:

All applicants must register for the FLUXX portal before submitting their application.
Even if previously registered for a different USIP competition, a new registration is required.

A detailed research proposal aligned with the fellowship theme.
A curriculum vitae (CV) (maximum five pages).
A letter of recommendation from a supervisor or academic reference.
All application materials must be in English.
