Program Highlights

The Cadieux-Léger Fellowship provides you with direct exposure to policy research in a collaborative environment. By participating in high-impact research projects and policy working groups, you will play a role in shaping Canada’s approach to global issues.


Eligibility Criteria

This fellowship is open to individuals who meet the following criteria:

  • Persons residing in Canada or Canadian citizens and permanent residents abroad.
  • Enrollment in a doctoral program at a recognized institution in political science, international relations, economics, law, history, or a related field.
  • Achieved candidacy status (completion of coursework, exams, and an approved dissertation proposal).
  • Proficiency in either English or French.

The program encourages applications from individuals who are part of historically underrepresented groups, including Black, Indigenous, and other racialized communities, women, persons with disabilities, and 2SLGBTQI+ individuals. GAC actively fosters a diverse and inclusive workforce, aiming to reflect Canada's evolving demographic.


Duties and Responsibilities

As a Cadieux-Léger Fellow, you will be involved in various aspects of policy research and development:

  • Conducting research and writing reports, briefs, and papers on relevant foreign policy issues.
  • Participating in policy development processes within the Open Insights Hub.
  • Engaging in networking activities with both internal and external experts.
  • Contributing to policy working groups and other departmental initiatives that shape Canadian foreign policy.

Fellows will be part of the Open Insights Hub, a space that promotes collaboration, innovation, and the sharing of knowledge across the government and external stakeholders. You will focus on strategic themes such as:

  • Global power dynamics
  • Digital and emerging technologies
  • Green transition and sustainability
  • Climate and security
  • Economic security
  • Global development trends

Work Environment

The Open Insights Hub fosters an environment that encourages teamwork and knowledge exchange. Fellows will have the opportunity to:

  • Build networks within GAC, the Government of Canada, and with external policy research stakeholders.
  • Advance thematic agendas that are strategically significant for Canadian foreign policy.
  • Engage in collaborative initiatives that contribute to key policy decisions.

Required Application Materials

Applicants must submit the following documents:

  • Résumé
  • Cover letter (up to 1,000 words) explaining your alignment with GAC’s mandate.
  • Complete academic transcript.
  • Research proposal (1,000 words) addressing a significant foreign policy issue.
  • Sample paper or publication.
  • Proof of full-time enrollment in a Ph.D. program for the duration of the fellowship.
  • Contact information for three professional references.

Conditions of Employment

  • Must obtain Secret security clearance.
  • Availability to work up to 25 hours per week for 12 months between September 2025 and August 2026.
  • The position is based in Ottawa, at Global Affairs Canada.
