Digital Transformation at the World Bank

As part of its global development mission, the World Bank has recently launched the Digital Transformation Vertical Vice Presidency, which was established on July 1, 2024. This initiative is designed to accelerate the digital economy, strengthen digital and data infrastructures, enhance cybersecurity, and improve the digital government services that support institutions, businesses, and citizens. This transformation is seen as essential to accelerating development, with AI and data technologies presenting valuable opportunities to advance global development goals.


Role of the Digital Vice Presidency

The Digital Vice Presidency supports the World Bank's mission by focusing on two critical areas:

  1. Digital Core: This includes building robust digital infrastructure such as broadband networks and affordable devices. It also covers the enhancement of data infrastructure, including data centers and cloud solutions, along with implementing cutting-edge technologies like AI, and ensuring cybersecurity and privacy.

  2. Digital Use: This pillar emphasizes digitalizing various sectors, such as government services, economy, and society. It supports countries in integrating digital government systems, advancing ICT industries, and promoting digital literacy and health.

The overarching goal of the Digital Vice Presidency is to foster regional integration and build sustainable systems that benefit nations at all levels.


Digital Government Unit: Advancing Government-to-Person Payments

A key focus within the Digital Transformation Vertical is the Digital Government Unit, which is dedicated to improving digital government services. This unit works on creating interoperable platforms for government processes, digital identification systems, payment systems, and enhancing public services such as civil services, finance, and social safety nets.

The G2Px initiative, launched by the World Bank in 2020, plays a central role in this transformation. The initiative focuses on the digitization of Government-to-Person (G2P) payments, which are crucial for delivering social benefits, including pensions, unemployment benefits, and social security payments. By improving the efficiency and transparency of these payments, the initiative aims to reach the poorest and most vulnerable populations, offering them better access to essential services and reducing fraud and inefficiencies.

The G2Px initiative operates across three pillars:

  1. Country Action: Provides technical assistance to countries on improving their G2P payment systems.

  2. Thought Leadership and Analytics: Offers insights on the best practices for designing digital G2P payment architectures.

  3. Networks & Convening: Facilitates global collaboration to share best practices and align partners in the digital G2P development agenda.


Job Duties and Responsibilities

The responsibilities for this role include, but are not limited to:

  • Strategic and Operational Contributions:

    • Translate the strategic direction provided by the Director’s Working Group into actionable programs, working closely with participating departments, global themes, and sectors, in consultation with external partners.

    • Support the continuous evolution of the initiative by identifying emerging priorities and ensuring they align with broader development goals.

    • Monitor progress in the initiative’s implementation and prepare detailed reports for donors, highlighting key achievements and challenges.

  • Manage Day-to-Day Operations:

    • Oversee the day-to-day implementation of the initiative, ensuring the proper monitoring and coordination of grants.

    • Systematically track the progress of G2Px grants for country implementations and analytical products, ensuring updates to trackers and compliance with World Bank policies.

    • Regularly update project management tools (e.g., Monday.com) to monitor the status of country-level activities, products, and deliverables.

  • Facilitate Country-Level Digital Solutions:

    • Coordinate the G2Px-supported country engagement portfolio.

    • Contribute to shaping the activities G2Px supports at the country level by providing technical guidance, reviewing, and offering inputs throughout the engagement cycle.

    • Support policy dialogue to advance the implementation of outcome-driven digital G2P payments.

  • Contribute to Knowledge Development:

    • Develop and contribute to analytical reports, policy briefs, and other knowledge products in collaboration with other World Bank departments, aiming to improve countries’ understanding and implementation of best practices in G2P payments.

    • Ensure that these products contribute to decision-making and strategic planning for the initiative.

  • Disseminate and Advocate Best Practices:

    • Synthesize findings from analytical products or country project progress into blogs, briefing notes, or presentations for both internal and external stakeholders, including policy-making audiences and country clients.

    • Build strategic partnerships with bilateral, multilateral, and non-governmental donors.

  • Support Other Programmatic Work:

    • Contribute to additional programmatic work as needed.


Selection Criteria

  • A Master’s degree with at least 8 years of experience in Public Policy, Engineering, Economics, or a relevant technical field.

  • Extensive experience working on financial inclusion, gender, social protection, digital development, or payment systems in a developing country context.

  • Proven track record in program management and donor reporting.

  • In-depth expertise in G2P payment processes, including identifying potential challenges or bottlenecks for recipients.

  • Strong written and verbal communication skills, with the ability to synthesize, analyze, and present material from diverse sources effectively.

  • Exceptional interpersonal skills and demonstrated ability to work effectively within a team.

  • Ability to work independently, seeking guidance from senior staff on complex issues.

  • Sensitivity to working in multicultural environments.
