Applications are now open for the prestigious Azerbaijan Government Scholarship 2025/26, launched in memory of Heydar Aliyev, the National Leader of Azerbaijan. This initiative is a collaboration between the Ministry of Foreign Affairs and the Ministry of Science and Education of Azerbaijan under the “Heydar Aliyev” International Education Grant Program.

This fully funded scholarship invites international students to pursue a wide range of programs—including preparatory courses, undergraduate, graduate, doctoral, and medical residency programs—at leading universities across Azerbaijan.

  • Doctoral Programs: under 45 years

Required Documents

Applicants must prepare the following:

  • Completed Nomination Form (official format)

  • Copies of academic transcripts and diplomas

  • Valid passport copy

  • Medical certificate proving fitness

  • CV/Resume

  • Motivation letter

  • Copies of awards (if any)

Application Process

You cannot apply directly to the universities. Instead, follow these steps:

Step 1:

Wait for your country’s designated authorities (such as Ministry of Education, Foreign Affairs, or Azerbaijani Embassy) to release their national call for applications.

Step 2:

Submit your application package—including all required documents—to the respective authority in your home country.

Step 3:

If you’re shortlisted, your name will be officially nominated.

Step 4:

Nominated candidates will receive instructions to proceed through the Study in Azerbaijan Centralized Admission System (SIACAS) for final application processing.
